A State which does not help a political entity in an internationally illicit fact, is considered at the international level, to be responsible for this deed, stated the Japanease jurist Shoji Masumoto in the international meeting held in Jakarta in commemoration of the 55th anniversary of the African-Asian Conference of Bandung held in 1955. For Matsumoto, this case is applied to the involvement of Algeria in hosting, supporting, financing and controling the Polisario Front being on its territory, in the Western Sahara conflict. In an intervention about the State responsibility and the conflicts in Africa, the Japanease jurist has emphasized on the declaration of the 1955 Bandung Conference, concerning its interaction with the international law, mainly the law about the State responsibility for an internationally illicite fact, adopted by the Committee for the international law in 2001. He reached the conclusion that Algeria, according to articles 8, 9, 16 and 17 on the law about the State Responsibility according to which the state is completely responsible for any illicite deed committed by the Polisario Front as regard to the international law and the 1955 Bandung Charter.
The Japanease jurist has finally called for an adjustement of this situation which falls, against the current, within the international law, considering, at the same time, the African-Asian peoples’ interest and the values of solidarity and fraternity between the South countries, so much proclaimed by the Bandung declaration. The international meeting which took one week till the 31st October in Jakarta, has been organized in commemoration of the 55th anniversary of the African-Asian Conference held in Bandung in 1955. Its aim is to think again about the philosophy of the 1955 Bandung Conference, within the context of a globalized society, while insisting on the roles played by both Africa and Asia in the building of a stable world. Many reserchers, people involved in associations, politicians, religious people and business managers belonging to twenty countries, have taken part in this commemorative conference. From the Moroccan side, we note the participation of « the African-Asian Forum for Human and Security Development » and the « Moroccan Association for Asian Studies ».
The meeting has finally launched an international call in favour of the African-Asian Cooperation, insisting on the necessity of supporting each other and reviving the Bandung spirit in order to work jointly between African and Asian countries, on the basis of sovereignty respect, justice, territory integrity, non-interference principles, while working for the strengthening of these values of solidarity, friendship, peace culture and political and peaceful solution to conflicts.
